The Mashpee Wampanoag Tribe today formally requested that Governor Patrick, on behalf of the Commonwealth of Massachusetts, enter into compact negotiations with the Tribe. The compact will set forth the regulatory structure for the Tribe’s development and operation of a destination resort casino.
In a letter to Governor Patrick, Mashpee Wampanoag Chairman Cedric Cromwell details how the Tribe has complied with the requirements of the Massachusetts Gaming Law, including acquiring an option to purchase land in Taunton as well as the City of Taunton’s newly scheduled referendum to permit citizens to vote on the proposed development. With these milestones, the Mashpee Wampanoag Tribe has satisfied the preconditions for gaming compact negotiation under state law.
“This is one more major step forward in developing a destination resort that will bring thousands of jobs, millions in revenue, and increased economic development opportunities to the Mashpee Wampanoag Tribe, the City of Taunton, and all of Southeastern Massachusetts,” Chairman Cromwell remarked after the letter was delivered. “I look forward to working cooperatively with the Commonwealth to ensure that we come to an agreement on a compact that will bring the greatest possible benefits to all parties.”

RE: Request to enter into compact negotiations
Dear Governor Patrick:
I write as Chairman of the Mashpee Wampanoag Tribe to ask that the Commonwealth enter into negotiations with the Tribe for the purpose of concluding a tribal state compact covering the Tribe's governmental operation of gaming under the Indian Gaming Regulatory Act ("IGRA"). I make this request pursuant to Section 2710 of the IGRA and in full compliance with the Section 91 of the Act Establishing Expanded Gaming in the Commonwealth ("the Act"), as enacted by the General Court last November.
The Tribe has worked diligently to comply with the requirements of Section 91(c) of the Act in order to commence compact negotiations with your office and provide the following information and supporting documents in verification of those pre-requisites. We have secured an option on approximately 75 acres of land in Taunton, Massachusetts; a copy of that option agreement as originally secured by an affiliated entity, along with the transfer of ownership to the Tribe, is attached as Exhibit A. We entered into this option only after working with the local government in the City of Taunton to ascertain that our development proposal would be welcomed by the City. As a result, we are pleased to report that the City Council has now scheduled a referendum for June 9, 2012, to permit the citizens to vote on the proposed development. Exhibit B, attached, is a letter from the Taunton City Solicitor,
Jason Buffington, reporting on the March 13, 2012, City Council Action. Having thus satisfied the state
legislative requirements for the commencement of compact negotiations, we ask that your office schedule such meetings as soon as possible, so that we may attain agreement and submit a compact to the General Court to permit timely approval in advance of the July 31, 2012, deadline set by the Act.
We are ready to move forward on all aspects of the process as necessary to establish this tribal
gaming facility. As you may have heard, the Tribe is working with Arkana Ltd., an internationally renowned developer of destination resorts, to provide the necessary financial support and development and operational expertise critical to the success of the project. It is through their help that we have been able to identify and acquire control over land that is suitable for significant development in a community that welcomes that effort. As part of our cooperation with the city in advancing this project, the Tribe
has agreed to pay the city's costs of holding the referendum election, as well as paying the consultants
necessary to insure that the City and its citizens are fully informed as to the impact of the proposed project. Agreement attached as Exhibit C. Shortly after we secured our option on the Taunton land, we amended our pending trust application with the Bureau of Indian Affairs to reflect our progress. The Tribe's resolution, attached as Exhibit D, asks that the Bureau consider the Taunton site as the location for our proposed gaming facility, and that it remove from the application the locations in Middleboro and Fall River that are no longer under consideration by the Tribe.

The Tribe is working diligently to provide all supporting material necessary to facilitate a positive finding on the trust application as soon as possible, so that the Tribe can commence gaming at the Taunton location as soon as possible. As you are aware, the Mashpee Wampanoag Tribe was federally acknowledged in 2007, through the federal acknowledgement process, with the final decision effective May, 2007. The Tribe does not yet have any reservation or any federal trust land at all, so the land it proposes to acquire would comprise part of its Initial Reservation, and would therefore be immediately eligible for gaming under the Indian Gaming Regulatory Act, specifically under section 25
U.S.C. § 2719(b)(l)(B)(ii), which permits gaming on land acquired in trust after 1988 as "the initial
reservation of an Indian tribe acknowledged by the Secretary under the Federal acknowledgment process."
We are confident that we will be able to continue to meet the complex requirements necessary
for this important economic development project for Southeastern Massachusetts. We plan to bring jobs and opportunity to the people of our Tribe and to the people in communities we have lived among for centuries. Like you, we anticipate significant benefits for all ofMassachusetts. We look forward to working with you in this important process and because time is of the essence, we ask to commence compact negotiations as soon as possible.

BOSTON – Wednesday, March 7, 2012 - The Patrick-Murray Administration yesterday submitted to the Legislature a one-year $1.5 billion Transportation Bond Bill that maintains transportation-related infrastructure investments through Fiscal Year (FY) 2013.
The bill provides $200 million in Chapter 90 funds to cities and towns to rebuild and repair local roads and bridges. In addition, the bill creates for the first time a State Infrastructure Bank to allow the state to leverage private investment for targeted projects that create jobs and economic development.
“State capital investments are necessary to maintain and develop a high quality transportation system in Massachusetts,” said Governor Deval Patrick. “In light of the urgent need to continue the work we have started together and to provide much-needed Chapter 90 aid to cities and towns, I urge the Legislature to act promptly to enact this bill.”
“Governor Patrick and I are committed to helping cities and towns maintain their vital transportation assets,” said Lieutenant Governor Timothy Murray. “These funds will help ensure roads and bridges are repaired so that communities remain vibrant places to live and do business.”
The bond bill invests in state road, bridge and rail transportation projects that are funded by the state or by a combination of state and federal funds. Chapter 90 funds for local projects included in the bond bill are allocated to each city and town using a longstanding formula based upon community road miles, population and employment. Chapter 90 funds approved by the Legislature may be used for local road, bridge and multi-use path projects and related needs.
The proposed State Infrastructure Bank will allow the Commonwealth to encourage investment of private equity to construct infrastructure projects. The Bank could make loans financing energy, transportation and municipal development projects that lead to job creation and economic development. The Bank would be governed by a 10-member board that includes the Secretary of Transportation, Secretary of Administration and Finance, State Treasurer, two members appointed by the Treasurer and five members appointed by the Governor who are experts in the field of transportation, development, finance or infrastructure.
"The Massachusetts Department of Transportation is committed to spending our transportation funds wisely and completing projects on time and on budget,” said Transportation Secretary Richard A. Davey. “This one-year bond bill is an honest reflection of what we can afford and funds ongoing and necessary work.”
The FY13 Bond Bill builds on the Patrick-Murray Administration’s legacy of record investments in transportation infrastructure through the Statewide Road and Bridge Program and the $3 billion Accelerated Bridge Program, the largest statewide infrastructure investment program in state history that is successfully replacing or repairing the state’s bridges, reducing the number of structurally deficient bridges by almost 20 percent since the program began in 2008.

Senator DiDomenico Works to Advance Student Dropout Prevention Bill
BOSTON-
The Joint Committee on Education has given approval to an important bill aimed at preventing students from dropping out of school before the age of 18. Senator Sal DiDomenico, a co-sponsor of the legislation and a member of the Committee, applauded the advancement of S.185, “An Act relative to dropout prevention and recovery.”
“Massachusetts has some of the best public schools in the nation, but not all our students are reaching their full potential,” said Senator DiDomenico. “Each year, nearly 10,000 high school students in the Commonwealth drop out. As legislators, we must do everything we can to ensure that our students receive their diplomas and are put on a pathway to success. Not only will graduating improve the quality of life for our young adults, but keeping students in school will also enhance our skilled labor workforce, adding growth and stability to the Massachusetts economy. It is important that we work to pass this critical bill during the remainder of the legislative session.”
This legislation, also known as the Dropout Prevention Act, brings together parents, teachers, school officials, and community members to keep students on the road to graduation. It improves the mechanisms for identifying students who may be at risk of dropping out by expanding DESE’s Early Warning Indicator Index and encourages parents to play an active role in their children’s education. It also creates the Massachusetts Graduation Coach Initiative, which matches at-risk students with adults responsible for helping guide students to success in the school system.
A dropout rate undermines the recovery of our economy by taking away from the Commonwealth’s skilled labor workforce. It also financially hinders the state economy, as dropouts are more likely than those with a high school diploma to rely on public assistance and depend on Medicare and Medicaid. Data indicates that the average high school dropout in Massachusetts will impose a net fiscal burden of nearly $118,124 on state and federal taxpayers.
This bill is sponsored by Sen. Sonia Chang-Diaz (D-Boston), and has 8 legislative co-sponsors, including Sen. DiDomenico.

Collecting Irish books

As with any other area of collecting, books dealing with Irish history subdivide into numerous categories that offer a multitude of collecting specialties.
The Boston area is particularly rich in books about Irish history, because many immigrants wanted to preserve their pasts and the story of their birth country. Many of these books were printed in New York and Boston by people who had come to America.
A lot of the historical accounts had religious overtones to them because so much of the Irish culture was rooted in religion. There are books written about the history of the Irish in Ireland, the history of the Irish in Boston - virtually anyplace where there has been an Irish population. There are even collections of books on Irish history in Georgia and in Australia. During the 1700s, prison colonies were established in those places. People wrote accounts of their experiences and their ensuing lives that have now spawned collections. Many collectors look specifically for accounts of life in Ireland, from the Civil Wars in the 1700s, the British takeovers or the potato famine.
The earlier books are often hard to find because back then few people could afford books. Thus, few copies were printed. These books can now be worth thousands of dollars, depending on the subject matter and rarity. Even smaller events in Irish history have merited books and collections. There was an Irish convent in Charlestown in the 1840s that supposedly had abducted a woman and held her there. The people of Charlestown burned the place down in outrage. The book about that story can run up to $200.
The real migration of the Irish to America took place in the mid to late 1800s, during and after the potato famines. As Irish people became an integral part of Boston society, there were more accounts of famous Irish who had an impact on life here. Patrick O'Brien (one of the first Irish mayors), Cardinal Cushing and others are mentioned in historical tomes that attract collector attention. There is also a fair amount of historical accounts about the works of the Catholic Church, particularly the Jesuit Order. Stories about how the Catholics established churches, universities and schools abound, as do tales of missionaries who spread the Gospel throughout the country.
One person who has attracted a bit of collector attention is James Michael Curley, former mayor, governor and congressman for Boston. His autobiography, I'd Do It Again and his biography, The Purple Shamrock, can fetch between $50 and $100 dollars. There are a number of signed copies available for those looking for another bit of memorabilia. The fictional account of Curley's life, The Last Hurrah, starring Spencer Tracey, served to increase interest in Curley when it was released. For peripheral collection items, Curley's speeches and radio interviews make interesting additions. One speech in particular, delivered near the end of his career and entitled "How to Spend Campaign Funds" shows the true character and humor of the man. I have ten letters of Curley's that I am keeping in my own personal collection. They were written to his wife while he was serving a term in the rat-infested Danbury prison (he was later pardoned). He wrote in one: "Most of the four-legged creatures here have more honor than the two-legged creatures in Washington."
For fiction and literature lovers, there are a number of well-known Irish poets and writers whose works are the subject of collections. James Joyce's book, Ulysses, is so famous that one could make a collection just out of the various copies of that one book. A first edition of Ulysses runs upwards of $50,000. Later editions can cost $2-10,000 while an American edition runs about $500-1000. There are so many copies of Joyce's books, however, that it is possible to start your collection with very little money. I knew one professor of Irish literature who had close to 20,000 Joyce items in his collection.
A number of people cross over with their collections, whether they start out with a history or a literature focus. Some collectors have to be selective about what Joyce items they want, purely for financial reasons. However, people who want a general Irish collection have so many varieties of books from which to choose that they can find something at antique stores, yard sales and bookstores. There are large numbers of ephemeral materials, including posters, flyers and postcards that chronicle the history of the Irish in this area. Some of the materials are very derogatory, written in the days when anti-Irish sentiments were running high.
If you're looking to collect Irish books, Boston is a great area to do so. I have two book dealers from Ireland who journey across the Atlantic to find books that aren't available in Ireland. This helps them expand their collections and to see how the buying tastes of the American public differ from the native Irish. A collection of Irish books can start virtually anywhere. If you need help pinpointing your collection or finding the right books, just ask a book dealer. They enjoy the hunt for the right book as much as their customers.

BOSTON – Friday, March 9, 2012 -- Governor Deval Patrick, Lieutenant Governor Timothy Murray, Public Safety Secretary Mary Beth Heffernan and Colonel Marian McGovern today welcomed the 80th Recruit Training Troop to the ranks of the Massachusetts State Police. The 208 trainees were appointed to the rank of trooper at their State Police Academy Graduation Ceremony at the DCU Center in Worcester. The new class of troopers was made possible by unwavering support from the Patrick-Murray Administration and members of the Legislature. After inspecting the troops, Governor Patrick addressed the graduates and administered the oath to the troopers.
“These graduates hold the honor of being the largest, most highly trained class the academy has ever produced, and the first in over five years,” said Governor Patrick. “I am pleased that we were able to secure the resources to make this happen for the State Police class, which includes some of the bravest, strongest and smartest citizens from every corner of the Commonwealth.
This graduation ceremony is particularly significant because this is the largest graduating class in the history of the Massachusetts State Police and the first class since 2006. This class includes former police officers, firefighters, attorneys, health care professionals, military sergeants, business professionals and teachers.
“The 80th Recruit Training Troop represents a unique class of hard working men and women, who have endured significant academic and physical training to achieve this accomplishment,” said Lieutenant Governor Murray. “The class includes almost a majority of veterans, some of which have served most recently in Iraq and Afghanistan. I am proud to join the Governor in honoring all members of this class as they move forward to work together and protect communities across our Commonwealth.”
Of those graduating troopers, 103 are veterans and of those, 80 veteran graduates served tours of duty in Afghanistan, Iraq or both. These graduates have received the highest level of training ever offered to members of the department, which began in mid-October and lasted 21 weeks. Training curriculum included classroom study, physical training, defensive tactics and real-world law enforcement scenarios. These graduates participated in over 75 cutting-edge scenario-based exercises during the course of their training along with traditional academic and physical training.
Early next week, the new troopers will begin a three month break-in period where they will be assigned to road patrols with a field training officer. The new troopers will increase police presence on state highways and roads, as all of the trainees will begin their careers as road troopers.
“This is the most prepared, well-trained class the State Police has ever graduated,” said Secretary Heffernan. “They are sorely needed within the ranks of the Department and in the communities they will serve, and we are anxious for their tours of duty to get underway.”
Due to attrition, the Commonwealth is currently down approximately 500 troopers from its most recent high point in the fall of 2006. The new troopers will increase police presence on state highways and roads, as all of the trainees will begin their careers as road troopers.
“Your commandant, your training directors, your drill instructors, your firearms and fitness and defensive tactics instructors have all given you the tools you need to succeed,” said Colonel McGovern. “That is, all the tools but one. The final piece, the quality upon which all the other skills and tools depend, is found inside each one of you. You brought it with you when you arrived in New Braintree that Monday morning in October more than five months ago. That quality is called heart and the fire that burns within it, that animates all you have learned. It is your heart that will allow you to be brave in the face of danger, relentless in your pursuit of justice, fair in your interactions with the public, and compassionate to those who look to you for help in their most vulnerable moments.”

CAMBRIDGE – Thursday, March 8, 2012 – Governor Deval Patrick today joined university leaders and technology executives developing the Massachusetts Green High Performance Computing Center (MGHPCC) to receive an update on the Holyoke project, while exploring new avenues for keeping Massachusetts at the forefront of innovation. The state-of-the-art facility will support long-term economic growth for the region and the state by providing infrastructure for research computing in life sciences, clean energy, green computing and other areas.
“We have a great opportunity for our innovation economy to continue to grow in Western Massachusetts, and this meeting today is an opportunity for us to continue that commitment in the region and throughout Massachusetts,” said Governor Patrick. “The project and its continued progress is a result of the Administration’s commitment to being a reliable partner to our local communities and businesses.”
In March 2010, Governor Patrick designated the Holyoke Innovation District as the 20th Growth District in Massachusetts and announced $25 million in state funds to move the project forward. MassDevelopment has also been vital in supporting the project's progress, through awarding $14.5 million in Federal New Markets Tax Credits and $1.3 million in Brownfields funding for remediation. This past November, the Governor celebrated the project's “topping off” ceremony, marking the completion of the steel structure of the cutting edge facility.
The project is expected to create a total of 600 construction jobs, 130 research jobs at the partnering universities and 13 permanent positions at the center.
Construction of the MGHPCC began in the fall of 2010 and is expected to be complete by the end of 2012. The estimated cost of the construction, $95 million, will be funded by the five universities, state government, the Federal New Markets Tax Credit program, EMC Corporation and Cisco Systems Inc. The universities will pay for the computer hardware to be housed in the facility. The next phase of construction will include the pouring of concrete floors.
The project is a collaboration between Boston University, Harvard University, the Massachusetts Institute of Technology (MIT), Northeastern University and the University of Massachusetts in partnership with the Commonwealth, EMC and Cisco. The facility will also allow for unprecedented collaboration among the universities to help support research on issues such as cyber security and climate change, as well as advance and showcase both the research and practice of energy efficient computing and green building design.

The Newton Police Department is asking for the public’s assistance in locating 21-year-old Franco Garcia of West Newton, Ma. Mr. Garcia was last seen on Wednesday February 22, 2012 at approximately 12:15a.m. inside the Mary Ann’s bar, which is located at 1937 Beacon Street (Cleveland Circle) Brighton, Ma.
Since that time, Franco, who is a Boston College evening student has not attended classes or shown up for work in Waltham. His vehicle remains at Boston College, where he parked it on February 21, 2012. His family and friends state that it is highly unusual for him not to contact anyone for this amount of time. He was last seen wearing a long sleeve white and blue striped shirt and jeans. Anyone having any information is urged to contact the Newton Police Department at 617-796-2100 or the Detective Division at 617-796-2104.

Raises mandatory attendance age to 18; creates Graduation Coach program
BOSTON – The Joint Committee on Education reported out today a bill aimed at lowering Massachusetts’ dropout rate through a variety of prevention and recovery measures, including raising the state’s mandatory attendance age from 16 to 18, placing graduation coaches in schools with high dropout rates, and ensuring alternative education options for students expelled from school.
“We know that the best way to keep students on a path to graduation is to create a comprehensive plan that addresses the root causes of why they drop out,” said Sonia Chang-Díaz (D-Boston), Senate Chair of the Education Committee and the lead sponsor of the bill. “That’s exactly the approach that this bill takes. It is based on proven ideas from around the nation, and calls on all the actors surrounding our students to own a piece of the solution.”
“This bill includes a number of important tools to support dropout prevention efforts in schools throughout Massachusetts and represents a positive step forward as we continue our efforts to combat the school dropout dilemma,” said Representative Alice H. Peisch (D-Wellesley), co-chair of the Joint Committee on Education.
“Massachusetts has an urgent need to develop a more comprehensive approach to responding to the dropout crisis. S.185 is a step in that direction,” said Dr. Lisa Famularo, Vice President of Research and Evaluation at the Rennie Center for Education Research & Policy. “Our research, including analysis of Massachusetts’ laws governing school attendance and disciplinary removal, revealed policies that contribute to the Commonwealth’s dropout problem. I am pleased to see that S. 185 revises many of these policies and puts into place new structures and practices for engaging youth at risk of leaving school prior to graduating.”
Each year, about 8,000 Massachusetts high school students drop out of school, with far-reaching consequences for the entire state. The average high school dropout in Massachusetts will impose a net fiscal burden of nearly $118,124 on state and federal taxpayers, whereas the average high school graduate will contribute $319,043 over the course of his or her lifetime—a gap of $437,167. Dropouts also make up 70 percent of the state’s jail and prison populations, at an average annual cost of about $46,000 per person. Conversely, Massachusetts employers currently have 120,000 positions that remain unfilled due to a lack of skilled workers.
S. 185, An Act relative to dropout prevention and recovery, calls on parents, teachers, administrators, school districts, and the state to play a role in keeping students on track to graduate. The bill’s measures help identify sooner those students who may be at risk of dropping out, engage at-risk students and their families, and provide alternative options for students who leave traditional school. The bill’s provisions include:
At a press conference following the committee vote, supporters spoke out in favor of the bill, including Fitchburg Mayor Lisa Wong, students, parents, and advocates.
Araba Adoboe, a 17 year-old from Amherst who dropped out of school, said she wished had had access to the resources of the bill when she was in school. “If S. 185 had been in place then, things would have been different. If I had a graduation coach, maybe I could have received tutoring. Maybe if someone had helped us negotiate or coordinate resources I could have stayed in school.”
S. 185 is supported by a broad coalition of advocacy groups, including United Way of Massachusetts Bay and Merrimack Valley, the Youth Transitions Task Force, League of Women Voters of Massachusetts, the Massachusetts chapter of the National Association of Social Workers, Oíste, the Boston Parents Organizing Network, Stand for Children, Massachusetts Educational Opportunity Association, Massachusetts Alliance on Teen Pregnancy, Massachusetts Mentoring Partnership, the Multicultural Dropout Outreach Collaborative, and the TRUST Project.
The bill now moves on to the Senate Committee on Ways and Means.

BOSTON – Monday, February 27, 2012 – Lieutenant Governor Timothy Murray today signed an executive order establishing the Commonwealth’s Military Asset and Security Strategy Task Force. The Task Force, to be chaired by the Lieutenant Governor, will engage state agencies to work directly with stakeholders to develop and implement actions that will support military bases across the Commonwealth.
“I thank the Lieutenant Governor for his leadership working across state agencies and industry organizations to protect the military bases that serve as a vital part of the Massachusetts economy,” said Governor Deval Patrick. “Massachusetts has a strong, innovation-based economy and our military presence is supported by world-class education, research and engineering institutions in regions throughout the state. This task force will bring together key resources to promote the strengths of Massachusetts’ military.”
The executive order builds on the work Lieutenant Governor Murray has led over the last year, including a series of strategy meetings with Administration cabinet secretaries and private sector groups such as the Massachusetts Defense Technology Initiative to gather current data and perspectives about each military base so Massachusetts can better position, promote and protect assets for each base. The Task Force will work towards completing a comprehensive strategic plan in the coming months.
“Massachusetts’ defense and aerospace industries generate more than 120,000 jobs, fueling local and regional economies across the Commonwealth,” said Lieutenant Governor Murray. “In working with our congressional delegation and this formalized Task Force, Massachusetts is ready to fight for the jobs and missions at our military base facilities which provide significant value to our economy as well as our national defense strategy.”
Last month, the U.S. Department of Defense announced a plan to reduce federal defense spending by approximately $500 billion over the next decade as a result of federal deficit reduction negotiations. The Department of Defense explained that cuts would be achieved in part by reducing total force numbers and relying on technological advances to build a more streamlined military. The Pentagon also requested that Congress authorize a Base Realignment and Closure Commission (BRAC) to recommend the closure or consolidation of select military bases across the country.
The creation of the Task Force complements Lieutenant Governor Murray’s ongoing tour of the state’s military bases, which began with a visit to Barnes Air National Guard Base in Westfield on February 3. The tour will help unify support for Massachusetts military jobs and investments as the Lieutenant Governor receives overviews and tours of the bases with regional partners and federal, state and local officials. In addition to visiting Barnes, Lieutenant Governor Murray plans to visit Hanscom Air Force Base in Bedford and Westover Air Reserve Base in Chicopee in March and Natick Soldier Systems Center in Natick, Massachusetts Military Reservation / Otis Air National Guard Base on the Cape and Fort Devens in April.
“I am grateful for the leadership position that Lieutenant Governor Murray has taken to preserve the presence of the United States Military in the Commonwealth,” said Major General Joseph C. “Lieutenant Governor Murray's new task force is another important example that all hands are on deck to ensure that the mission and workers at Massachusetts military bases aren't hurt due to the fiscal problems facing our nation,” said Senator John Kerry. “We have a good story to tell and we're going to tell it, because technologies and equipment conceptualized, researched, developed and manufactured at facilities across our Massachusetts help the military execute its mission at the highest levels.”
“We must remember that protecting our military installations in Massachusetts is critical to our national security and to our economy,” said Senator Scott Brown. “As I've said before, this is a team fight. We must continue to identify new opportunities in Massachusetts to add new missions, like cyber warfare that meet our nation’s most pressing threats. I will continue to work with the congressional delegation and the Lieutenant Governor to realize these important objectives.”

“I am partnering with my colleagues in the Massachusetts delegation and will be working with the Military Asset and Security Strategy Task Force to highlight the vital importance of Hanscom Air Force Base as well as other installations in the Commonwealth which play critical roles in protecting our service men and women,” said Congresswoman Niki Tsongas. “The missions at our military facilities are supported by the universities and innovative high-tech companies that are unique to Massachusetts and the presence of these institutions has helped the military confront current threats and prepare for future ones.”
In addition to engaging local and regional support to help promote and protect the state’s military bases, the Task Force will develop, coordinate and implement actions in the areas of workforce training, infrastructure improvements, environmental and utility savings, housing and transportation to support the missions at military bases across the Commonwealth. Additionally, the Task Force will identify steps the state can take to remedy problem areas before preliminary recommendations from the federal government are adopted and missions are implemented. Lastly, Lieutenant Governor Murray and members of the Task Force will advise the Governor, Executive and Legislative Branch officials regarding the ongoing efforts by the U.S. Department of Defense to close, realign, restructure, streamline, or in any way impact military bases in Massachusetts.
“I commend Lieutenant Governor Murray for taking the initiative to bring together business, education, government and the community to support the important relationship that Massachusetts has with the defense industry,” said Jack Wilson, chairman of the Defense Technology Initiative. “Massachusetts is home to a large number of jobs that directly and indirectly relate to the defense industry and forging this partnership on the community level is critical to the Commonwealth and nation’s economic and military security.”
“It is important that we expand the mission and operations of our military bases to keep them open and grow jobs,” Senate President Therese Murray said. “Our bases are essential to the state’s regional economies and our military families. That’s why, in 2006, I made sure we invested in homeland security and other high-tech training at the Massachusetts Military Reservation on the Cape and it’s why this new Task Force established by the Administration will help improve military programs and facilities across the Commonwealth.”

BOSTON – Thursday, March 1, 2012 – Governor Deval Patrick today issued a proclamation declaring March 1, 2012 as “White Ribbon Day” in Massachusetts at the 5th Annual White Ribbon Day celebration at the State House. Joined by Lieutenant Governor Timothy Murray and leaders in elected office, higher education, businesses and communities across the Commonwealth, Governor Patrick read the proclamation and pledged that his Administration would be part of the solution in ending violence against women.
“I thank my wife, our First Lady Diane Patrick, and Lieutenant Governor Murray for their continued leadership and work alongside many advocates in communities across the state,” said Governor Patrick. “We all have a role to play to end violence against all people and it will take the voices of each one of us, and many more, to make that happen as we work towards building a better Commonwealth for future generations.”
In Massachusetts, White Ribbon Day is a statewide campaign led by Jane Doe, Inc., along with the Patrick-Murray Administration and advocacy organizations addressing sexual and domestic violence against women, men and children. Jane Doe, Inc. also partners with the Governor’s Council to Address Sexual and Domestic Violence, chaired by Lieutenant Governor Murray. Through the work of the council, interagency collaboration and cooperation is formed to build networks statewide to support victims and develop solutions to help end sexual and domestic violence in Massachusetts.
“Through the work of the council and initiatives like today, Massachusetts continues to build a coalition of supportive networks to help all victims of sexual assault and domestic violence,” said Lieutenant Governor Murray. “I am proud to stand with Governor Patrick and all men of the Commonwealth as we collectively pledge to not commit or condone violence against women. This pledge connects us to an international movement to engage men and boys to help end domestic violence.”
Jane Doe Inc.'s Massachusetts White Ribbon Day recognizes the unique and critical role that men can and are playing to help end violence against women.
“By speaking up, men are breaking with the social norm of silence on these issues, a silence that in fact is collusion within our institutions and social practices that perpetuate and tolerate violence," said Craig Norberg-Bohm, coordinator of the men's initiative at Jane Doe Inc.

BOSTON- Senator Sal DiDomenico recently submitted written testimony in support of S.772, “A Resolution Restoring Free Speech,” which asks the United States Congress to send a constitutional amendment to the states that would specify that the right of free speech is for citizens only, not corporations. This resolution, which Senator DiDomenico has also co-sponsored, comes in response to the U.S. Supreme Court’s ruling on the January 2010 Citizens United vs. FEC case, in which bipartisan federal legislation that limited corporate spending on political expenditures was struck down. As a result, corporations are now allowed to spend unlimited amounts of money to influence elections at all levels of government.
“The Citizens United decision has brought about far-reaching negative impacts on our elections,” said Senator DiDomenico. “This ruling has opened the door to corporations and special interests that will drown out the voices of our citizens. We are already beginning to see the dangerous consequences of the Supreme Court’s decision in the current presidential election and the negative effects will only continue to escalate. Protecting free speech of the American people and maintaining the integrity of our electoral process should be a top priority.”
If passed, this amendment would rectify the Citizens United decision, allowing state legislatures and Congress to regulate corporate political spending. To pass a constitutional amendment, the United States Congress must first approve the amendment with a two-thirds vote in both houses. If passed by Congress, the amendment is then sent to the states, where three-quarters of the state legislatures must ratify the amendment for it to become effective.

Pino Daniele performs in Boston for the first time, while on an international tour of North America. Daniele is an influential Italian jazz-fusion guitarist. He has released 30 studio albums since 1975.
Born in Naples, Italy on March 19, 1955, self-taught guitarist Pino Daniele recorded his first album at the age of 22. From the beginning of his career, it was evident that his passion lay in rock and blues. Greatly influenced by his own cultural background, his music was a successful fusion of tradition and modernity.
His solo debut, Terra Mia, sung in Neapolitan, was the first example of what Daniele called "taramblù," a combination of tarantella, rhumba, and blues. In 1979 his self‐titled sophomore record was released, followed by Nero a Metà in 1980, and that same year Daniele was invited to open for reggae superstar Bob Marley for his show in Milan. During the next few years the artist continued exploring his various Mediterranean, African, and Western inspirations—found in albums like Common Ground, a collaboration with American folk singer Richie Havens, and the Middle Eastern‐influenced Bonne Soirée—as well as writing soundtracks for films by Massimo Troisi.
In 1989 Daniele took a step toward greater commercial success with the release of the pop record Mascalzone Latino, followed by another deluge of albums, including 1991's Un Uomo in Blues, 1993's Che Dio Ti Benedica (which had two tracks produced by Chick Corea), 1995's Non Calpestare I Fiori Nel Deserto, 1997's Dimmi Cosa Succede Sulla Terra, and 2000's Medina.
Two years later the singer teamed up with fellow Italian stars Francesco DeGregori, Ron, and Fiorella Mannoia for a tour, captured on the appropriately titled In Tour. In 2005 Daniele released Iguana Café, another studio record. Between 2005 and 2010, Daniele released three more studio albums: Il Mio Nome e Pino Daniele e Vivo Qui, Ricomincio da 30, and Electric Jam. In 2010, Daniele released his 13th studio album, Boogie Boogie Man.
On June 24, 2011, in Salerno, Italy, Pino Daniele performed side by side with the English blues rock superstar Eric Clapton. A benefit for children's causes in Italy, the concert sold out to capacity at the Stadio di Cava de' Tirreni.

It's Joe Spinosa again with another weekly article on the Red Sox with "Projections for the position players"
Now projecting the damage the bats will do.
Jacoby Ellsbury:
26 HR, 87 RBI, .297 AVG.
The Skinny:
Jacoby Ellsbury was a first round draft choice of the Red Sox in 2005. He was known as a top prospect and all members of management kept tabs on him and the fans knew him after his impressive showing in the 2007 playoffs. Since then Ellsbury has been a speedster and a Gold Glove center fielder, having finished third in the 2008 American League Rookie of the Year. Ellsbury had a .300 batting average and 70n steals in his 2009 season. Following his ’09 season was 2010 in which he only played in 18 games and had a forgettable .192 batting average. Ellsbury’s toughness came into question when he never came back from injury, so he responded in a big way. Jacoby exploded for a career year with an unexpected pop. He led the Sox with 32 bombs, was second in average boasting a .321 avg. I don’t think he will have quite the year he had in 2011, but he will still play at an elite level and remain one of the best handful of centerfielders.
Dustin Pedroia
20 HR, 90 RBI, .306 AVG.
The Skinny:
Petey has been the heart and soul of the Red Sox since bursting onto the scene in 2007, winning the AL Rookie of the Year honors. Pedroia has always played as if he had something to prove. He feels he has been doubted due to his small 5’9 stature, which is probably 5’7. Pedroia has certainly done enough to earn respect from the fans, the media, and the players. He has been a Rookie of the Year, an MVP, a Gold Glove winner, and a Silver Slugger. You can always count on “The Little Engine That Could” to play his heart out and bat for a .300 average. Pedroia has been very consistent and will stay consistent as long as he plays 145-155 games. Pedroia displayed a bit of power last season breaking the 20 dinger barrier and I only see more coming as long as he continues to mature. I still doubt he will hit 30, but he’s proved us wrong many times.
Adrian Gonzalez:
31 HR, 121 RBI, .317 AVG.
The Skinny:
Boston’s All- Star first baseman acquired from San Diego on December 6th, 2010 for Casey Kelly, Anthony Rizzo, Reymond Fuentes, cousin of St. Louis right fielder Carlos Beltran, and Eric Patterson. Gonzalez is an excellent hitter, can put the ball to all parts of the fields, and is an RBI machine. Towards the end of last year Gonzo had a bit of a “power outrage” possibly due to the Homerun Derby, and or, the left shoulder Gonzalez was operated on over the 2010 offseason. Either way A-Gon had a phenomenal season and will continue produce at the high level he is capable of for many years to come.
Kevin Youkilis:
24 HR, 89 RBI, .286
The Skinny:
Kevin Youkilis, when healthy, is a force to reckon with in the middle of the Sox lineup. He has been a consistent from 2008-2010, although he only played in 100 games he had 19 homeruns and a .307 in 2010, and then Youk played in 120 games in 2011, but only batted a lowly .258. I think a factor to Youkilis’s subpar season was the beating he took moving to the hot corner after the Sox acquired Adrian Gonzalez from the Padres. I think Youk will rebound from 2011 and will have a good year and play solid defense at third base.
David Ortiz
28 HR, 96 RBI, .286 AVG
The Skinny:
When you think David Ortiz what’s the first thing that comes to your mind? Clutch, Homeruns, Mr. Red Sox. Big Papi has been an excellent player for the Red Sox organization for the past nine years. Being part of two World Series champions and is right now the longest tenured Sock since the recent retirements of Tim Wakefield and Jason Varitek. Every player will eventually reach the summit and fall off. That has yet to happen to Ortiz. This offseason Ortiz filed for arbitration filing for $16 million and the Bosox countered with $12 million, eventually the two agreed on one year deal worth 14.75 million dollars. So we at least know Papi will being wearing the white and red for at least another year. Also as long as he plays he will be a very solid bat.
Carl Crawford:
14 HR, 75 RBI, .285 AVG
The Skinny:
Last year Carl Crawford was one of the Red Sox big money signings along with Adrian Gonzalez, and I’ll just say he didn’t pan out as well as Gonzalez did in the first season. Carl was never worth the money he got paid, but he really flopped last season having a sub .300 on base percentage. I have a strong feeling Crawford will bounce back and be a similar guy to the one who tortured the Red Sox for 8 years down in Tampa, he once stole six stolen bases against the Red Sox. He will never live up to the contract but he will still be a solid player =, that probably is worth at best 10-13 million a year.
Jarrod Saltalamacchia:
19 HR, 60 RBI, .246 AVG
The Skinny:
Jarrod Saltalamacchia, that was a handful, was traded to the Red Sox in the 2010 season and has been a solid bat. Salty was a first round draft choice of the Atlanta Braves and was traded to the Texas Rangers along with shortstop Elvis Andrus for first baseman Mark Teixeira. Saltalamacchia is a below average catcher, but packs a punch at the plate. There is a high probability that Salty will hit 20 homers.
Nick Punto/ Mike Aviles
10 HR, 47 RBI, .250 AVG.
The Skinny:
The Red Sox for no apparent reason traded everyday shortstop Marco Scutaro. So mid season acquisition Mike Aviles and offseason addition Nick Punto will share time patrolling short and to be honest their stopgap scrubs who will buy time for top prospect Jose Iglesias to develop e a little more in the minor leagues. Don’t expect flashy number, they will carry their own weight and play good defense.
Rightfield
9 HR, 48 RBI, .237 AVG.
The Skinny:
Since the Sox’s right field situation is murky, I’m just projecting what I think the position as a whole will produce. I think newly acquired Ryan Sweeney who was part of the Andrew Bailey deal will get the job and platoon with someone who is unknown. To make a long story short right field will be a major liability along with short stop
